Morocco creates AI ministry; Mistral partnership yields open model

Morocco elevated AI to ministerial level on Oct 16, appointing Ahmed Rahhou as Minister of AI, Digital Transformation and Administrative Reform. Its earlier Mistral AI partnership produced an Arabic-dialect classifier and a Voxtral-based transcription solution; Voxtral Mini 4B Realtime Arabic is released under Apache 2.0, though no evidence yet shows a government agency using it for citizens.
