Gradium open-sources Phonon edge TTS models, 31M and 40M

Gradium released Phonon, its first open-source model family: 31M and 40M text-to-speech models designed to run on-device. The fully open inference stack targets 10+ backends (CPUs, GPUs, NPUs), mostly in Rust, aiming to spur edge voice application development.
