Phonon TTS brings high-quality on-device speech, tops benchmarks

Phonon is a small on-device TTS model that needs no server or network, keeping text local. The ~65MB and 75MB models cover English, French, German and more, plus voice cloning, using flow matching from the Pocket TTS lineage. Phonon 31m is Apache 2.0 for free commercial use; others are CC BY-NC.
