Open-source low-latency streaming voice server VoiceManager demoed

A developer released VoiceManager under MIT license, enabling low-latency local streaming speech-to-speech over a single WebSocket with wake word, barge-in and tool calls. It ships client docs, a Python client and a Kotlin HermesConsole reference client.
