Hugging Face adds native TorchTPU PyTorch backend

Hugging Face said TorchTPU gives PyTorch a native TPU backend, so Transformers, Diffusers and Kernels run on TPU by simply sending a model to "tpu". It includes TPU-tuned Pallas kernels and distributed-training support; the previously used Optimum TPU is no longer required.
