Claude Code reads AGENTS.md only with telemetry on

Claude Code 2.1.277's AGENTS.md support depends on a remote feature flag; when telemetry or flag fetching is disabled, the plugin is unavailable and the local file is never read. Setting DISABLE_TELEMETRY=1 or CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1 blocks loading.
