ImpactGate: structural decay merge gate

ImpactGate, from OfficeFloor, scores code changes for structural decay and can warn or block high-impact commits in local or CI workflows. The tool computes an impact score using files changed, existing container complexity, cyclomatic complexity, and line changes, and is available via pip or a Docker image.
